USB 720 Card Instal Problem

I purchased a USB 720 card from Verizon last week. I tried to istall the software on a 2004 year dell inspiron 8600 laptop. The cd ran and all went well until I plugged in the card. All stopped there. The software never reconized the card. I contactd Veizon TS and they thought the problem was with the laptop. I contacted Dell and installed a bios update. Also a few Windows updates. I still have the same problem. The card shows up under other devices in device manager. I installed the software on another dell 1505, 2006 year and it works fine. Please help. I need this to work on the Dell 8600.
