Cool Upgrading to Family Plan, specifics on phones

I am about to upgrade from a individual plan to a family plan with 3 phones. I have 3 basic questions.

1. We live in an area (northern CA) that has very little coverage by all cell carriers. Verizon has worked for me for the past few years so I want to keep my service. For some reason Verizon does not have local exchange numbers here so I have a phone number that is on the other side of the county, long distance. Is there a way to get a local number for my phones rather tan dialing LD from home for the next 2 years. FYI there is NO cell service at my home, service is a mile away and Verizon's tower is several miles away.

2. In looking at new phones is there a way to find the SAR ratings on Verizon phone choices in one place. Also are SAR ratings directly associated with the phones range of reception.
Any sugestions?

3. In looking at a phone like the LG EnV, are the mobile email and GPS features worth it for a light user or is there a phone vs smartphone that will do the same (email, gps, outlook sync, music player).

I can't answer #1 but I can try with #2 and #3.

SAR is measuring the RF transmit level to make sure it's not damaging to the human. It has nothing to do with the reception.

There are other phones beside enV that can also do e-mail and GPS. There are monthly fees associated with these services so not so good for a light user. They do offer $1/day mobile web and $2.99/day GPS service.
